Project definition · Himachal Pradesh

Read the work before pricing the quantities.

Reconcile the BOQ with current drawings, specifications, measurement rules, scope boundaries, site conditions, and written clarifications.

A BOQ item is one part of the scope

An item number and quantity rarely describe the full obligation on their own. Read each item against the documents and site information that give it location, quality, extent, interfaces, and measurement meaning.

Drawings and revisions

Identify the latest issued drawings, revision dates, status, dimensions, levels, details, notes, schedules, cross-references, and any superseded information that must not be used.

BOQ description

Read the complete description, unit, quantity, preamble, section heading, related items, stated inclusions, provisional wording, and references to specifications or drawings.

Specifications

Locate the applicable general, particular, material, workmanship, testing, tolerance, submittal, protection, completion, and acceptance requirements.

Measurement basis

Confirm how the unit is defined, what is included in the measured item, how deductions or additions are treated, and which measurement method or document applies.

Boundaries and interfaces

Map who provides design information, setting out, access, utilities, materials, testing, temporary works, protection, disposal, reinstatement, approvals, and coordination with other work.

Site and sequence

Connect the documents to access, terrain, ground and water conditions, working space, existing services, weather, phasing, occupied areas, storage, handling, and disposal constraints.

This guide is not a quantity check, estimate, tender recommendation, design review, or contract interpretation. The authorised project documents and responsible professionals must determine scope, quantities, measurement, compliance, commercial terms, and acceptance for the specific work.

Follow the references

Make the same work visible in every relevant document.

  1. Confirm the document baseline

List the documents received, issuer, reference, revision, date, status, missing attachments, addenda, clarifications, and the point in time the review represents.

  2. Trace item to location

For each important item, identify the drawing location, dimensions or extent, detail, specification clause, BOQ reference, unit, and any schedule or note that changes its meaning.

  3. Test the boundaries

Check preceding and following operations, temporary and enabling work, material supply, handling, testing, protection, interfaces, waste, reinstatement, and responsibility at each edge.

  4. Record questions without guessing

State the conflict or missing information, quote the exact references, explain the decision affected, identify the required responder, and retain the written answer with its date and revision impact.

Why the documents must be read together

Official works guidance links schedules of quantities with drawings, specifications, site knowledge, scope boundaries, and pre-tender clarification. These references support a disciplined review method; they do not set the terms of a private project.

Himachal Pradesh PWD

Read quantities with the complete tender set

HPPWD’s General Conditions of Contract directs bidders to read the schedule of quantities with additional conditions, specifications, NIT terms, and drawings, and to acquaint themselves with site conditions.

Review the official HPPWD document

CPWD Works Manual

Make scope and boundaries explicit

The CPWD Works Manual connects detailed drawings, specifications, schedules of quantities, and—where needed—inclusions and exclusions, while calling for doubts to be clarified before tender receipt.

HPPWD Building Consultancy

Coordinate drawings, estimates, and BOQ

An HPPWD consultancy document describes working drawings, specifications, quantity details, supporting calculations, estimates, good-for-construction information, and tender drawings as connected deliverables.

Review the official HPPWD document

The applicable document set, hierarchy, measurement method, approval process, and contractual effect must be confirmed for the actual project. A general guide cannot resolve conflicts between project documents.

Keep the review tied to a dated baseline

A scope review is useful only when readers can identify which information was checked, which questions remain open, and what changed afterward.

  1. Establish the set

Create the document register, identify current revisions and missing information, note the issue purpose, and separate confirmed requirements from assumptions.

  2. Reconcile the work

Trace key items through drawings, BOQ, specifications, measurement, site conditions, interfaces, inclusions, exclusions, tests, completion, and handover.

  3. Close and update

Issue concise queries, record responses, update affected assumptions and references, retain superseded positions, and confirm the final baseline used for the next decision.

Record the reference, issue, and decision

A reconciliation register gives every material scope question a precise source and a visible route to closure.

First scope review

Prepare this before the project discussion

Record available information and flag every item that needs confirmation by the authorised project team.

Document baseline

  • Drawing register, revisions, dates, and issue status
  • BOQ version, sections, preambles, and addenda
  • General and particular specifications
  • Measurement method and order of precedence
  • Missing, superseded, or conflicting information

Key work items

  • Location, extent, detail, unit, and quantity source
  • Materials, workmanship, tests, and tolerances
  • Access, temporary work, handling, and protection
  • Waste, disposal, reinstatement, and completion
  • Related or apparently duplicated items

Boundaries and interfaces

  • Design, setting out, approvals, and information supply
  • Materials, utilities, plant, storage, and access
  • Other trades, existing assets, occupants, and public
  • Inclusions, exclusions, assumptions, and constraints
  • Testing, records, handover, and defect interfaces

Queries and changes

  • Exact references and concise question
  • Decision, item, location, or sequence affected
  • Required responder, date, and current status
  • Written response and document revision impact
  • Final dated baseline used for discussion

Share the documents, not only the quantities

Send the location, proposed work, BOQ, current drawings, specifications, relevant revisions, known scope boundaries, site information, and a short list of open questions.

Discuss the scope
  • Document list with revision and date
  • BOQ items or work areas needing discussion
  • Drawings, specifications, and measurement basis
  • Known interfaces, exclusions, constraints, and changes
  • Required decision and project contact

The first discussion identifies information gaps; it does not confirm quantities, scope, price, design, or contractual interpretation.
